Antoun Charges Fox Ridge Neighbors 
with Racial Discrimination
 
Process drags on for 20 months

In August, 1984, the Fox Ridge Neighborhood Association was stunned to receive notice from the Pennsylvania Human Relations Commission that it had been accused of racial discrimination by Annette Antoun, a white absentee property owner.  

Annette contended the neighborhood organization discriminated "against black residents and/or any property owners that rent to blacks and/or other minorities because of their race."

In March of 1986, 20 months after the charges were filed, the Pennsylvania Human Relations Commission closed the case after finding "no probable cause."

Editor's note: The name of one individual who was charged and pled guilty to burglary in March, 1984 has been disguised in the complaint, response and collateral material on this site.  In the past 17 years it is our hope the individual has learned from his mistakes.  The intent of this portion of the website is to establish Antoun's pattern of harassment. The Complainant(s) allege(s) that on or about or until about July, 1984 Fox Ridge Neighbors, Inc. the Respondent(s) have discriminated against her in the terms and/or conditions of privileges in connection with the ownership of commercial housing within the Fox Ridge area because of the race, Black, of her tenants.

A.     I further allege:

1.

The area located in Harrisburg, Pa. from Forster Street to Herr Street and Third Street to Sixth Street is known as Fox Ridge and represented by a community group known and incorporated as Fox Ridge Neighbors, Inc.  (response)

2.

 I own approximately ten (10) properties within this area. (response)

3.

The Respondent corporation holds meetings, elections and makes recommendations to the City of Harrisburg regarding planning, funding, development and maintenance of Fox Ridge. (response)

4.

Since 1981, I have received one notice (dated May 30, 1984 and received on June 11, 1984) for a meeting of the Respondent corporation on June 11, 1984. (response)

5.

In or about March, 1984, I was contacted by Leon Rudy (white male) of the Respondent corporation. Mr. Rudy stated that the Fox Ridge corporation and he wanted the T----s (Black) out. The T---- family lives next door to Mr. Rudy. (response)

6.

In or about May, 1984, the Respondent corporation reported several of my properties, within Fox Ridge Neighbors, Inc. corporate boundaries to the City of Harrisburg, Department of Community Development for blighted conditions. (response)

7.

The Respondent never called me to determine my intent for rehabilitation. (response)

8.

In July, 1984, three members of the Respondent corporation verbally harassed my son, Jonathan, regarding my ownership of property within the Fox Ridge area; they specifically stated: (response)

a. “Your mother rents to undesirables.”

b.   She is a slum landlord.

c.   Your family owns too many properties in this neighborhood (Fox Ridge).

On or about July 4, 1984, Lawrence McCarthy, a recent property owner in the area, was told by a Respondent member that rented to Blacks. (response)

It is further alleged that I am being harassed and denied privileges of ownership because of the race, Black of my tenants, in that:

a. I have been denied written or verbal notice of Respondent corporation meetings and therefore denied voting rights. (response)

b. I am the only white property owner within the Corporate boundaries renting to Blacks. (response)

c. All other Black residents are elderly and have owned their properties for many years. (response)

d. Mr. Rudy stated: his “white wife has to put up with those black boys’ leering at her”; the T---- family (Black) is a bad influence in the neighborhood. (response)

e. In 1981, Ted Hanson, Respondent member told N--- T---- (Black male): “This is an historic area and you don’t belong here." (response)

f.  The Respondent singled out properties owned by me and/or my children to report to the City for blight. (response)

g. The Respondent did not report properties owned by Leon Rudy, Jane Perkins (response) and

h. It is averred that the Respondent corporation discriminates against Black residents and/or any property owners that rent to Blacks and/or other minorities because of their race. (response)
